Lewisham to charge extra council tax on empty properties

On Weds at the Mayor & Cabinet meeting, Lewisham agreed to charge a maximum surcharge (Empty Homes Premium) of 100% on properties left empty for two years or more. Previously, they were only allowed discretion to charge 50%:

Does that mean they will charge themselves for the two empty bungalows behind the flats next to the Horniman on London Road? They have been empty for years and belong to the Council.
